Her Excellency the Governor General in Council, considering that collection of the following debts is unreasonable and not in the public interest, on the recommendation of the Minister of Agriculture and Agri-Food and the Treasury Board, pursuant to subsection 23(2.1) (see footnote a) of the Financial Administration Act (see footnote b), hereby remits
(a) any amount owing to Her Majesty in right of Canada as a result of overpayments to Saskatchewan participants in the Canadian Agricultural Income Stabilization program with respect to the 2003 program year that were caused by an administrative error in calculating the structural adjustment to be applied in relation to forage crops; and
(b) any amount owing to Her Majesty in right of Canada as a result of overpayments to Saskatchewan participants in the Canadian Agricultural Income Stabilization Inventory Transition Initiative that were caused by the error referred to in paragraph (a).
EXPLANATORY NOTE
(This note is not part of the Order.)
The Order grants remission of debts resulting from overpayments caused by an administrative error discovered in relation to the 2003 program year and affecting a subset of Saskatchewan participants under the Canadian Agricultural Income Stabilization program and the Canadian Agricultural Income Stabilization Inventory Transition Initiative. It would be unreasonable and not in the public interest for the Government of Canada to require producers to repay amounts, received long ago and reasonably expected to be correct, that resulted solely from administrative error. The total amount remitted is $13,473,405, of which $10,939,199 relates to the Canadian Agricultural Income Stabilization program and $2,534,206 relates to the Canadian Agricultural Income Stabilization Inventory Transition Initiative.
