Whereas the Security Council of the United Nations, acting under Article 41 of the Charter of the United Nations, adopted Resolution 1823 (2008) on July 10, 2008;
And whereas it appears to the Governor in Council to be necessary to make regulations for enabling the measures set out in that Resolution to be effectively applied;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, pursuant to section 2 of the United Nations Act (see footnote a), hereby makes the annexed Regulations Repealing the United Nations Rwanda Regulations.
REGULATIONS REPEALING THE UNITED NATIONS RWANDA REGULATIONS
REPEAL
1. The United Nations Rwanda Regulations (see footnote 1) are repealed.
COMING INTO FORCE
2. These Regulations come into force on the day on which they are registered.

Issue and objectives
The United Nations Rwanda Regulations were made to implement Canada’s international obligations pursuant to Resolution 918 (1994), adopted by the United Nations Security Council under Chapter VII of the Charter of the United Nations on May 17, 1994. Resolution 918 (1994) and subsequent resolutions imposed an arms embargo on Rwanda in response to ongoing violence in Rwanda.
In light of the steps towards the restoration of peace and stability in this region, including the entry into force of the Pact on Security, Stability and Development in the Great Lakes Region on June 21, 2008, the United Nations Security Council adopted Resolution 1823 (2008) on July 10, 2008, terminating the arms embargo on Rwanda. Accordingly, the United Nations Rwanda Regulations have been repealed.
Description and rationale
The Regulations Repealing the United Nations Rwanda Regulations are necessary for Canada to fulfill its international legal obligation to implement the decision of the Security Council in Resolution 1823 (2008) to end the arms embargo on Rwanda. This repeal does not affect other legislation.
Consultation
The Department of Foreign Affairs and International Trade drafted the Regulations Repealing the United Nations Rwanda Regulations in collaboration with the Department of Justice.
