The deadline for submitting comments on these two issues is hereby set to April 23, 2009.

Application by Quebecor Media Inc., on behalf of the TVA Group Inc. and Canwest Media Inc., partners in a general partnership carrying on business as Men TV General Partnership, to amend the licence for the Category 1 specialty service known as Men TV.

The licensee proposes to amend condition of licence 1(b) by adding the following categories: 1, 4, 5(a), 6(a), 6(b), 7(f), 7(g), 8(a), 8(b), 8(c) and 15 as set out in Schedule I of the Specialty Services Regulations, 1990, as amended from time to time.

The licensee states that this amendment is pursuant to Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services, Broadcasting Public Notice CRTC 2008-100, October 30, 2008.

The licensee also proposes to amend condition of licence 1(c) which currently reads:

1(c) No more than 10% of all programming broadcast during each broadcast week shall be drawn from category 7.

The licensee proposes to replace the condition of licence with the following:

1(c) No more than 10% of all programming broadcast during each broadcast month shall be drawn from each of the categories 6(a), 7(a), 7(b), 7(d), 7(e) and the combination of 8(b) and 8(c).

The Commission will hold a hearing commencing on May 25, 2009, at 9:30 a.m., at the Centre des congrès, 900 René-Lévesque Boulevard E, Québec, Quebec, to consider the following applications:

Preamble

Items 1 to 4

On October 3, 2008, the Commission issued Broadcasting Public Notice 2008-87, calling for applications for a broadcasting licence to operate a commercial radio programming undertaking to serve Québec, Quebec.

In response to this call, the Commission has received applications for licences to serve this market.

Some of these applications are technically mutually exclusive. These applications are

Items 1, 2 and 3 are technically mutually exclusive proposing the use of the frequency 105.3 MHz and 105.7 MHz.

These applications, along with item 4, will be treated as competitive radio applications for Québec, Quebec.

Items 5 and 6

This involves the applications to renew the broadcasting licences for the French-language commercial radio programming undertakings CIHO-FM Saint-Hilarion, Quebec, and its transmitters and CKOD-FM Valleyfield, Quebec, that have been found to be operating in apparent non-compliance with the Radio Regulations, 1986.

Items 7 to 16

The Commission will examine the applications to renew the broadcasting licences for commercial radio programming undertakings owned by 591991 B.C. Ltd. and Metromedia CMR Broadcasting Inc., expiring August 31, 2009. Both of these licensees are indirectly owned and controlled by Corus Entertainment Inc.

The Commission will examine an application by Télévision Régionale de Laval inc. for a broadcasting licence to operate a low power non-profit French-language community television programming undertaking in Laval and certain neighbouring communities.

The Commission will hold a hearing commencing on May 27, 2009, at 9:30 a.m., at the World Trade and Convention Centre, 1800 Argyle Street, Halifax, Nova Scotia, to consider the following applications:

Preamble

Items 1 to 3

On October 8, 2008, the Commission issued Broadcasting Public Notice CRTC 2008-90, calling for applications for a broadcasting licence to operate a radio programming undertaking to serve Halifax, Nova Scotia.

In response to this call, the Commission has received several applications for a licence to serve Halifax.

Of these applications, items 1 and 2 are technically mutually exclusive since they are all proposing the use of frequency 105.1 MHz. These applications, along with item 3, will be treated as competitive radio applications for Halifax.

Item 4

While not competitive with the Halifax applications from an economic perspective, the technical amendment application by the Parrsboro Radio Society for its continued use of the 99.1 MHz frequency would be technically mutually exclusive with the application submitted by Frank Torres, on behalf of a corporation to be incorporated, for a new Halifax FM station, proposing the use of the 99.1 MHz frequency (item 4). Accordingly, item 5 will be scheduled as part of the competitive phase at the hearing where the Commission will consider the Halifax new radio applications.
