TELECOMMUNICATIONS ACT

Notice No. SMSE-013-08 — CS-03, Part V, Issue 9, Amendment 1

Notice is hereby given that Industry Canada is releasing Amendment 1 to Issue 9 of Compliance Specification 03, Part V.

Changes in the new amendment include the following:

  • addition of a method of measurement for magnetic output with respect to digital telephones;
  • addition of a method of measurement for digital telephone receive volume control;
  • addition of procedures for calibration of the probe coil given in the Institute of Electrical and Electronics Engineers’ (IEEE) Specification 1027, Section 5.0;
  • modification of the limits for magnetic field intensity frequency response for receivers (Figures 4.3 and 4.4);
  • addition of loop conditions for analogue telephones;
  • modification of the overall requirements for telephone receive volume control;
  • modification of analogue telephones method of measurement for telephone receive volume control;
  • incorporation of new drawings: Figure 3.0 Measurement Block Diagram and Figure 5.0 Receive Volume Control Measurement (ROLR);
  • removal of Figure 6.2: Receive Volume Control Measurement (ROLR) for digital telephone sets; and
  • removal of Figure 6.3: Receive Volume Control Measurement (ROLR) for IP-based telephone sets.

Amendment 1 to Issue 9 of CS-03, Part V, will come into effect upon publication of this notice.

Interested parties should submit their comments within 75 days of the date of publication of this notice. Soon after the close of the comment period, all comments received will be posted on Industry Canada’s Spectrum Management and Telecommunications Web site at http://ic.gc.ca/spectrum.

NOTICE OF VACANCY

FEDERAL BRIDGE CORPORATION LIMITED

Chairperson (part-time position)

The Federal Bridge Corporation Limited (FBCL) and its subsidiary organizations (Jacques Cartier and Champlain Bridges Incorporated, the Seaway International Bridge Corporation Ltd., the Thousand Islands International Bridge, and the St. Mary’s River Bridge Company) have a mandate to engage in a range of activities to ensure that the bridges, tunnels, roadways and other structures under their control are safe, secure, efficient, environmentally sound and well-maintained, and in doing so, demonstrate the commitment of the Government of Canada to the transportation needs of the country.

The Chairperson reports to Parliament through the Minister of Transport, Infrastructure and Communities and oversees the Corporation’s activities, provides strategic policy direction for the Corporation and presides over the activities of the Board of Directors.

The successful candidate must have a degree from a recognized university, or an acceptable combination of education, job-related training and/or experience. Significant experience serving on boards of directors of major public and/or private corporations, preferably as chairperson, as well as experience with modern corporate governance and best practices, are essential. The chosen candidate will have significant experience dealing with several levels of government, preferably with senior officials, and have experience in a multi-stakeholder organization, preferably dealing with surface (highways/bridges) transportation. Experience in dealing with cross-border issues would be an asset.

The selected candidate must have knowledge of the mandate of the FBCL and its legislative framework and activities, as well as be knowledgeable of the roles and responsibilities of a chairperson, including the fundamental accountabilities to the Government as the shareholder. Knowledge of strategic corporate planning, monitoring and evaluation of corporate performance, as well as knowledge of the public policy environment, processes and best practices, are also required. The ideal candidate will possess knowledge of human resources and financial management. He or she must have knowledge of engineering, business administration, public administration, commerce, finance, economics or some other specialty relevant to the position. Knowledge of current international bridge safety and security issues would be an asset.

The Chairperson must be an individual of integrity and sound judgment, exhibit tact, diplomacy and initiative, and possess superior interpersonal skills. The qualified candidate must have the ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities and resolve problems. The ability to foster debate and discussions among Board members, facilitate consensus and manage conflicts is essential. The position requires strong leadership and managerial skills to ensure the Board conducts its work effectively. The preferred candidate will adhere to high ethical standards and possess superior communications skills, both written and oral, and have the ability to act as a spokesperson in dealing with the media, public institutions, governments and other organizations.

Proficiency in both official languages would be preferred.
