2. Type of Permit: To load waste and other matter for the purpose of disposal at sea and to dispose of waste and other matter at sea.

3. Term of Permit: Permit is valid from August 1, 2008, to July 31, 2009.

4. Loading Site(s): Coastland Wood Industries Ltd., Nanaimo, British Columbia, at approximately 49°08.77′ N, 123°55.59′ W (NAD83).

5. Disposal Site(s): Five Finger Island Disposal Site, within a 0.5 nautical mile radius of 49°15.20′ N, 123°54.70′ W (NAD83).

6. Route to Disposal Site(s): Direct.

7. Method of Loading: Clamshell dredge, hopper dredge, cutter suction dredge and pipeline.

8. Method of Disposal: Hopper dredge, hopper barge or end dumping.

9. Matter to Be Disposed of: Dredged material and/or bulky substances.

10. Total Quantity to Be Disposed of: Not to exceed 10 000 m3.

11. Requirements and Restrictions:

11.1. The Permittee shall ensure that every effort is made to prevent the deposition of log bundling strand into material approved for loading and disposal at sea and/or remove log bund- ling strand from material approved for loading and disposal at sea.

11.2. The Permittee shall ensure that all contractors involved in the loading or disposal for which the permit is issued are made aware of the conditions identified in the permit and of the pos- sible consequences of any violation of these conditions.

11.3. The Permittee shall ensure that a copy of the permit and of the letter of transmittal is carried on all towing vessels, loading platforms and equipment involved in disposal at sea activities.

11.4. The Permittee shall inform Environment Canada’s Environmental Enforcement Division, Pacific and Yukon Region, by fax at 604-666-9059 or by email at das.pyr@ec.gc.ca prior to, and within 48 hours of, any loading for disposal.

11.5. The Permittee must submit to the Regional Director, Environmental Protection Operations Directorate, Pacific and Yukon Region, within 30 days of the expiry of the permit, a list of all activities completed pursuant to the permit, including the nature and quantity of matter disposed of from each loading site, the dates on which the activities occurred and the disposal sites used.

Notice is hereby given that, pursuant to the provisions of Part 7, Division 3, of the Canadian Environmental Protection Act, 1999, Permit No. 4543-2-06532 is approved.

1. Permittee: Ocean Choice International LP, St. Lawrence, Newfoundland and Labrador.

2. Type of Permit: To load and dispose of fish waste and other organic matter resulting from industrial fish-processing operations for the purpose of disposal at sea.

3. Term of Permit: Permit is valid from July 28, 2008, to July 27, 2009.

4. Loading Site(s): 46°55.00′ N, 55°23.30′ W, St. Lawrence, Newfoundland and Labrador.

5. Disposal Site(s): 46°53.50′ N, 55°21.35′ W, at an approximate depth of 52 m.

6. Route to Disposal Site(s): Most direct navigational route from the loading site to the disposal site.

7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved disposal site.

8. Method of Disposal: The material to be disposed of shall be discharged from the equipment or vessel while steaming within 300 m of the approved disposal site. Disposal will take place in a manner which will promote the greatest degree of dispersion. All vessels will operate at maximum safe speed while discharging offal.

9. Rate of Disposal: As required by normal operations.

10. Total Quantity to Be Disposed of: Not to exceed 1 500 tonnes.

11. Material to Be Disposed of: Fish waste and other organic matter resulting from industrial fish-processing operations.

12. Requirements and Restrictions:

12.1. It is required that the Permittee report, in writing, to Mr. Rick Wadman, Environmental Protection Operations Directorate, Environment Canada, 6 Bruce Street, Mount Pearl, Newfoundland and Labrador A1N 4T3, 709-772-5097 (fax), rick.wadman@ec.gc.ca (email), at least 48 hours prior to the start of the first disposal operation to be conducted under this permit.

12.2. A written report shall be submitted to Mr. Rick Wadman, identified in paragraph 12.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit and the dates on which the loading and disposal activities occurred.

12.3. It is required that the Permittee admit any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 to any place, ship or structure directly related to the loading or disposal at sea referred to under this permit, at any reasonable time throughout the duration of this permit.

12.4. The loading and transit of waste material to the disposal site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place other than the permitted disposal site must be retrieved. All waste must be contained on shore while the barge is away from the loading site.

12.5. The material shall be covered by netting or other material to prevent access by gulls, except during direct loading or disposal of the material.

12.6. This permit must be displayed in an area of the plant accessible to the public.

12.7. The loading or disposal at sea referred to under this permit shall not be carried out without written authorization from the Permittee.

12.8. Material loaded for the purpose of disposal at sea may not be held aboard any vessel for more than 96 hours without the written consent of an enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999.

Notice of establishment of a program under the Canadian Environmental Protection Act, 1999 to allocate credits for early action taken to reduce greenhouse gas emissions

Whereas on April 26, 2007, the Government of Canada unveiled Turning the Corner: An Action Plan to Reduce Greenhouse Gases and Air Pollution,

Whereas a component of Turning the Corner is the regulatory framework for industrial air emissions, which lays out the broad design of regulations for industrial emissions of greenhouse gases and air pollutants,

Whereas the Government of Canada conducted extensive consultations and additional in-depth analysis of the regulatory framework for industrial air emissions and published the Regu- latory Framework for Industrial Greenhouse Gas Emissions on March 10, 2008, at www.ec.gc.ca/default.asp?lang=En&n=75038EBC-1,

Whereas one element of the proposed Regulatory Framework for Industrial Greenhouse Gas Emissions is a one-time Credit for Early Action Program aimed at facilities that could be subject to the proposed industrial air emissions regulations, and that took verified action between 1992 and 2006 to reduce their greenhouse gas emissions, and

Whereas there was a 60-day comment period from March 15, 2008, to May 15, 2008, on the draft Turning the Corner: Canada’s Credit for Early Action Program guide,

Notice therefore is hereby given of the availability of Turning the Corner: Canada’s Credit for Early Action Program Final Program Guide at www.ec.gc.ca/cmap-cea.

The Program will be implemented in three phases.

Phase I of the Program is now open. In order to be considered under the Program, applicants are required to submit to Environment Canada a “Notice of Interest” no later than July 28, 2008, and an “Initial Information Submission Template” no later than September 5, 2008.

Phase I must be completed successfully in order to participate in Phase II.

Phase I (June to September 2008): The “initial information submission phase” will generate information that will allow for the calculation of an estimate of the total potential claim on the early action budget. This estimate will help applicants decide whether to participate in the next phase of the Program.

Phase II (February to April 2009): In the “final submission phase” applicants will provide the information necessary for the allocation of the 15 megatonne total budget.

Phase III (July 2009): Early action credits will be allocated to successful applicants.

NOTICE OF VACANCIES

PPP CANADA INC.

PPP Canada Inc. is the federal government’s public-private partnerships (P3) office. As a Crown corporation, PPP Canada Inc. will work with the public and the private sectors towards encouraging the further development of Canada’s P3 market.

PPP Canada Inc. will manage and invest the Government of Canada’s $1.25 billion Public-Private Partnerships Fund (P3 Fund), a unique infrastructure program designed to invest in P3s using a range of innovative financing arrangements. Implementing the P3 Fund will be a key priority of the new Crown corporation.

PPP Canada Inc. will advise the Government of Canada on the execution of P3 projects and assess P3 options for major projects seeking funding from federal infrastructure programs.

Chief Executive Officer

Location: National Capital Region

The successful candidate must possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. A degree in finance, law, economics, accounting or business would be an asset.

The selected candidate will possess several years of managerial experience at the senior executive level in a public or private sector organization with multi-million dollar annual expenditures and/or investments. Experience in the management of human and financial resources, and experience dealing with government, preferably with senior officials, is essential. Management experience in both the private and public sectors as well as relevant employment experience in infrastructure, construction, engineering, and/or capital markets would be an asset. Experience in com- municating effectively with the media and stakeholders as well as experience reporting to or serving on a Board of Directors would also be an asset.

The ideal candidate must be knowledgeable about the process of implementing effective corporate plans and strategies. The position requires excellent financial literacy, including knowledge of financial planning, reporting processes and capital markets. Knowledge of the corporation’s mandate and the federal laws, regulations and policies governing its activities as well as know- ledge of the trends and issues relating to public-private partnerships generally and/or infrastructure development in Canada would be an asset. Knowledge of the policies and priorities of the federal government would also be an asset.

The chosen candidate will have the ability to manage an infant organization, provide the corporate leadership and vision needed to attain the corporation’s mandate and objectives, and develop effective working relationships with senior government officials and business partners. The selected candidate will be able to identify, analyze and define priorities and strategies. The suitable candidate will possess superior communication skills, both written and oral, including the ability to serve as a public spokesperson for the corporation and champion of P3s. The successful can- didate will be able to focus the energies and talents of the cor- poration’s employees and motivate them to achieve corporate objectives.

The selected candidate will adhere to high ethical standards and integrity and will have sound judgment and superior interpersonal skills. He/she will also demonstrate strategic thinking, initiative, tact and diplomacy.

Proficiency in both official languages would be an asset.

Chairperson

The successful candidate must possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or business experience. The selected candidate will possess significant financial and business experience, in particular as senior executive of a major national or international corporation. Significant Board of Directors experience, including, for example, as a member of a Board of Directors of a major corporation or previous experience as a Chairperson, is required. Experience implementing modern corporate governance principles and best practices would be an asset.

The position requires good knowledge of the current best practices in corporate governance as well as recognized expertise in corporate and project finance. Knowledge of the Canadian financial services community and/or infrastructure community as well as strong financial literacy is essential. Knowledge of public policy issues and capital markets would be an asset.

The chosen candidate will have the ability to build constructive relationships, facilitate information sharing and promote meaningful dialogue between board members, senior management and the shareholders. The successful candidate must be able to foster debate and discussions among Board members, facilitate consensus and manage conflicts. He/she must also demonstrate the ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities or solve problems as well as the ability to effectively understand and monitor corporate performance. Superior communication skills, both written and oral, including the ability to serve as a spokesperson and publicly as a champion of public-private partnerships are also necessary.

The selected candidate will adhere to high ethical standards and integrity, will have sound judgment and superior interpersonal skills, including consensus-building and influencing. He/she will also demonstrate discretion and credibility across a variety of the corporation’s stakeholders.

Proficiency in both official languages would be an asset.

The selected candidate must be prepared to travel in Canada to meetings of the Board of Directors.

Members — Board of Directors

Québec Port Authority — Supplementary letters patent

BY THE MINISTER OF TRANSPORT

WHEREAS Letters Patent were issued by the Minister of Transport for the Québec Port Authority (the “Authority”) under the authority of the Canada Marine Act effective May 1, 1999;

WHEREAS the Authority has requested Supplementary Letters Patent be issued to replace section 2.2 of the Letters Patent to change the street address for the registered office of the Authority;

NOW THEREFORE under the authority of section 9 of the Canada Marine Act, the Letters Patent are amended by replacing section 2.2 of the Letters Patent with the following:
