CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999

Notice is hereby given that pursuant to the provisions of Part 7, Division 3, of the Canadian Environmental Protection Act, 1999, Permit No. 4543-2-04328 is approved.

1. Permittee: Old Fort Seafoods, Vieux-Fort, Quebec.

2. Type of Permit: To load and dispose of fish waste and other organic matter resulting from industrial fish-processing operations.

3. Term of Permit: Permit is valid from July 21, 2008, to July 20, 2009.

4. Loading Site(s): Vieux-Fort Wharf, 51°25.29′ N, 57°48.89′ W (NAD83).

5. Disposal Site(s): Within a 500-metre radius of the geographic point 51°23.68′ N, 57°49.08′ W (NAD83).

6. Route to Disposal Site: Most direct navigational route from the loading site to the disposal site. The disposal site is located approximately 3 km from the Vieux-Fort Wharf.

7. Equipment: Towed scow, barge or boat.

8. Method of Disposal: The material to be disposed of will be placed in the towed scow and discharged directly into the sea within the perimeter indicated in paragraph 5. The material shall be released while the barge is in motion to promote the dispersion of the material.

9. Rate of Disposal: As required by normal operations.

10. Total Quantity to Be Disposed of: Not to exceed 500 m3 scow measure.

11. Material to Be Disposed of: Fish waste or organic matter resulting from industrial fish processing operations.

12. Requirements and Restrictions:

12.1. It is required that the Permittee report, in writing, to the Regional Director, Environmental Protection Operations Directorate, Environment Canada, Quebec Region, 4th Floor, 105 McGill, Montréal, Quebec H2Y 2E7, 514-496-6982 (fax), immersion.dpe@ec.gc.ca (email), at least 48 hours prior to the start of the first disposal operation to be conducted under this permit.

12.2. Two written reports shall be submitted to the Regional Director, identified in paragraph 12.1, on December 31, 2008, and within 30 days of the expiry of the permit. This report shall include the Register of Disposal at Sea Operations, mentioned in paragraph 12.5, and contain the following information: the quantity and type of material disposed of pursuant to the permit, the equipment used for loading and disposal and the dates on which the disposal and loading activities occurred.

12.3. It is required that the Permittee admit any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 to any platform, place, ship, aircraft, or structure directly related to the loading or disposal at sea referred to under this permit, at any reasonable time throughout the duration of this permit.

12.4. A copy of this permit must, at all times, be kept on board any vessel involved with the disposal operations.

12.5. The Permittee must complete the Register of Disposal at Sea Operations as provided by the Environment Canada. This register must, at all times, be kept on board any vessel involved with the disposal operations and be accessible to enforcement officers designated under the Canadian Environmental Protection Act, 1999.

12.6. The Permittee must signal the Canadian Coast Guard station at Rivière-au-Renard immediately before leaving port to begin disposal operations at the disposal site. The Permittee must record these communications in the register mentioned in the previous paragraph.

12.7. The disposal at sea referred to under this permit shall not be carried out without authorization from the Permittee.

12.8. The barge or containers to transport the material to be disposed of must be covered in a manner to prevent access by gulls and other seabirds.

12.9. The loading must be completed in a manner that ensures that no material contaminates the marine environment, notably the harbour and adjacent beaches. The Permittee must also ensure that the loading sites are cleaned up and, if necessary, that spilled wastes are recovered.

RADIOCOMMUNICATION ACT

Notice No. SMBR-001-08 — New Issue 2 of the Broadcasting Equipment Technical Standard No. 7 (BETS-7) and new Issue 3 of the associated Technical Bulletin No. 1 (TB-1)

Notice is hereby given that Industry Canada is publishing Issue 2 of BETS-7 entitled Technical Standards and Requirements for Radio Apparatus Capable of Receiving Television Broadcasting and Issue 3 of TB-1 titled Information Relating to the Regulation of Radio Apparatus Capable of Receiving Television Broadcasting.

Modifications to the existing BETS-7 were needed

  • to reflect current technology in the television receiving apparatus market for home entertainment;
  • to specify the new labeling requirements for television receiving apparatus; and
  • to allow the use of facilities (Internet, email, electronic files, etc.).

Consequently, TB-1 was also modified to reflect the above changes made to BETS-7.

This issue 2 of BETS-7 defines new types of receiving apparatus and sets new technical requirements specific to each type as follows:

(a) Standard Television Receiving Apparatus

The technical requirements include channel selection, noise figure and radiation emission limits.

(b) Standard Cable Compatible Television Receiving Apparatus — Digital ATSC reception

The technical requirements include channel selection, cable input conducted emissions, radiation emission limits and analog NTSC reception.

(c) Supplementary Television Receiving Apparatus

The technical requirements include channel selection and radiation emission limits.

(d) Standard Cable Compatible Television Receiving Apparatus — Analog NTSC reception

The additional technical requirements include noise figure, adjacent channel interference, direct pick-up interference, impedance, receiver overload and image channel interference.

The new labeling requirements now focus on the three broad categories of television receiving apparatus: the Standard Television Receiving Apparatus (for digital or analog reception), the Cable Compatible Television Receiving Apparatus (digital or analog) and the Supplementary Television Receiving Apparatus (digital or analog).

The administrative amendments touch upon the notification process required from the manufacturers. The Department now asks the applicants to use Internet email systems to send their notifications electronically, giving an official email address to use, but it also offers those wishing to continue sending their notifications on paper format by regular mail to maintain that practice.

NOTICE OF VACANCY

CANADA DEVELOPMENT INVESTMENT CORPORATION

Chairperson (part-time position)

The objects of the Canada Development Investment Corporation include assisting in the creation or development of businesses, resources, properties and industries in Canada; expanding, widening and developing opportunities for Canadians to participate in the economic development of Canada through the application of their skills and capital, and investing in ventures or enterprises likely to benefit Canada. Currently, Canada Development Investment Corporation is a holding company with three subsidiaries: Canada Hibernia Holding Corporation (CHHC), Canada Eldor Inc. (CEI), and PPP Canada Inc. Canada Development Investment Corporation’s operations focus on the ongoing management of its assets in a commercial manner; assisting the government in carrying out new policy directions suited to Canada Development Investment Corporation’s capabilities, and maintaining the capacity to divest the Corporation’s existing holdings, and any other government interests assigned to it for divestiture, upon the direction of the Minister of Finance.

The Chairperson reports to Parliament through the Minister of Finance and is responsible for the oversight and direction of Canada Development Investment Corporation’s activities, provides strategic policy direction and oversight of the subsidiary holdings, presides over the Board, and participates on Board Committees. The Chairperson also acts as Chairperson or Board member with respect to the Board of Directors of CEI and CHHC.

The successful candidate must have a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or business experience. The selected candidate will have experience in managing human and financial resources at the senior executive level as well as experience serving on the board of directors of a commercial, financial, industrial, or resource corporation. In addition, the qualified candidate should possess some experience in implementing modern corporate governance principles and best practices. The position requires experience in the negotiation and execution of transactions involving the acquisition or sale of commercial enterprises or assets. Experience in dealing with government, preferably with senior officials, is necessary.

The ideal candidate must possess knowledge of the roles and responsibilities of the Chairperson and the Board of Directors, as well as knowledge of Canada Development Investment Corporation’s mandate and of the legislative framework within which it operates. The chosen candidate will be financially literate.

The suitable candidate must have leadership and managerial skills and the ability to carry out Canada Development Investment Corporation’s mandate and objectives. The position requires the ability to develop effective working relationships with the Minister and Minister’s Office, the Deputy Minister, and the Crown corporation’s partners. The Chairperson must be able to anticipate emerging issues, develop strategies, and resolve problems as well as to foster debate and discussion among Board members, facilitate consensus and manage conflicts. Superior communication skills, both written and oral, and the ability to act as a spokesperson in dealing with the media, public institutions, governments and other organizations are essential.

The ideal candidate will have sound judgement, strong ethical standards and integrity, superior interpersonal skills, initiative, tact and diplomacy.

Proficiency in both official languages would be an asset.
