Notice is hereby given that, pursuant to the provisions of Part 7, Division 3, of the Canadian Environmental Protection Act, 1999, Permit No. 4543-2-06510 is approved.

 1. Permittee: Breakwater Fisheries Limited, Herring Neck, Newfoundland and Labrador.

 2. Type of Permit: To load and dispose of fish waste and other organic matter resulting from industrial fish-processing operations for the purpose of disposal.

 3. Term of Permit: Permit is valid from May 11, 2008, to May 10, 2009.

 4. Loading Site(s): 49°38.60¢ N, 54°35.00¢ W, Herring Neck, Newfoundland and Labrador.

 5. Disposal Site(s): 49°38.06¢ N, 54°37.00¢ W, at an approximate depth of 75 m.

 6. Route to Disposal Site(s): Most direct navigational route from the loading site to the disposal site.

 7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved disposal site.

 8. Method of Disposal: The material to be disposed of shall be discharged from the equipment or vessel while steaming within 300 m of the approved disposal site. Disposal will take place in a manner which will promote the greatest degree of dispersion. All vessels will operate at maximum safe speed while discharging offal.

 9. Rate of Disposal: As required by normal operations.

10. Total Quantity to Be Disposed of: Not to exceed 1 000 tonnes.

11. Material to Be Disposed of: Fish waste and other organic matter resulting from industrial fish-processing operations.

12. Requirements and Restrictions:

12.1. It is required that the Permittee report, in writing, to Mr. Rick Wadman, Environmental Protection Operations Directorate, Environment Canada, 6 Bruce Street, Mount Pearl, Newfoundland and Labrador A1N 4T3, 709-772-5097 (fax), rick.wadman@ec.gc.ca (email), at least 48 hours prior to the start of the first disposal operation to be conducted under this permit.

12.2. A written report shall be submitted to Mr. Rick Wadman, identified in paragraph 12.1, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit and the dates on which the loading and disposal activities occurred.

12.3. It is required that the Permittee admit any enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999 to any place, ship or structure directly related to the loading or disposal at sea referred to under this permit, at any reasonable time throughout the duration of this permit.

12.4. The loading and transit of waste material to the disposal site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place other than the permitted disposal site must be retrieved. All waste must be contained on shore while the barge is away from the loading site.

12.5. The material to be disposed of must be covered by netting or other material to prevent access by gulls, except during direct loading or disposal of the material.

12.6. This permit must be displayed in an area of the plant accessible to the public.

12.7. Vessels operating under the authority of this permit must carry and display a radar-reflecting device at all times mounted on the highest practical location.

12.8. The loading or disposal at sea referred to under this permit shall not be carried out without written authorization from the Permittee.

12.9. Material loaded for the purpose of disposal at sea may not be held aboard any vessel for more than 96 hours without the written consent of an enforcement officer designated pursuant to subsection 217(1) of the Canadian Environmental Protection Act, 1999.

Notice No. SMSE-002-08 — Amendment of RSS-191 and SRSP-338.6

Notice is hereby given that Industry Canada is releasing the following documents:

Radio Standards Specification 191 (RSS-191), Issue 3: Local Multipoint Communication Systems in the Band 25.3528.35 GHz; Point-to-Point and Point-to-Multipoint Broadband Communication Systems in the Bands 24.25-24.45 GHz and 25.05-25.25 GHz; and Point-to-Multipoint Broadband Communications in the Band 38.6-40.0 GHz, which sets out certification requirements for local multipoint communication systems (LMCS), point-to-point and point-to-multipoint broadband communication systems in these bands; and

Standard Radio System Plan 338.6 (SRSP-338.6), Issue 3: Technical Requirements for Fixed Radio Systems Operating in the Band 38.6-40.0 GHz, which sets out technical requirements for licensing digital equipment in the fixed service for broadband wireless applications, including both point-to-point and point-to-multipoint systems in the band 38.6-40.0 GHz.

RSS-191, Issue 3 replaces Issue 2 and removes certification requirements for point-to-point broadband communication systems in the band 38.6-40.0 GHz. These requirements have been transferred to SRSP-338.6, Issue 3.

General information

The above-mentioned documents will come into force as of the date of publication of this notice.

These documents have been coordinated with industry through the Radio Advisory Board of Canada (RABC).

The Radio Equipment Technical Standards Lists will be amended to reflect the above changes.

Notice No. SMSE-005-08 — New issue of Telecommunications Regulation Circular TRC-49

Notice is hereby given that Industry Canada is releasing a new issue of TRC-49: Telecommunications and Radio Equipment Service Fees of the Certification and Engineering Bureau (formerly known as Information on the Application of the Telecommunications Apparatus Technical Assessment and Testing Fees Order Made under the Financial Administration Act).

Changes in the new issue include

(a) new title for document TRC-49;

(b) updated fee structure from the Telecommunications and Radio Apparatus Fee Order;

(c) replacement of the Processing Flow Chart in Attachment I with Table of Fee Scenarios;

(d) removal of Attachment II, Industry and Science Canada Offices;

(e) addition of Section 1.1, Public Inquiries with updated contact information; and

(f) addition of Section 2, Related Documents.

This issue will come into effect upon publication of this notice.

NOTICE OF VACANCY

NATIONAL ROUND TABLE ON THE ENVIRONMENT AND THE ECONOMY

Chairperson (part-time position)

In the months and years ahead, the integration of environmental conservation, economic development and sustainability will be a top priority for all countries. Since its establishment in 1988, the National Round Table on the Environment and the Economy (NRTEE) has focused on just that. The NRTEE is an independent advisory body reporting to Parliament through the Minister of the Environment. The purpose of the Round Table, according to the National Round Table on the Environment and the Economy Act of 1993, is “to play the role of catalyst in identifying, explaining and promoting, in all sectors of Canadian society and in all regions of Canada, principles and practices of sustainable development.”

As an independent advisory body, the NRTEE examines the environmental and economic implications of priority issues and offers its advice on how to address them. The advice is primarily directed to the federal government, but also targets other levels of government and key sectors of the economy in order to influence policy development and decisions.

The NRTEE’s independence, credibility, and high-profile expert members have helped to draw upon a wide range of stakeholders in fostering a national discourse on environmental and economic issues. A coalition builder between environment and economic sustainability, and an advocate for positive change, the NRTEE helps by reaching out to organizations, sparking creativity and generating the momentum needed for success.

As Chairperson, you will preside at meetings of the Round Table and shall perform such other duties and functions as are imposed, or exercise such powers as are conferred, by or under the by-laws or resolutions of the Round Table. Appointed by the Governor in Council on the advice of the Minister of the Environment, you will work closely with the President and Chief Executive Officer on a range of issues, including those of a strategic nature, member engagement, and planning for meetings. Your responsibilities include providing strategic direction and advice to the Round Table and guiding members in their deliberations to ensure that the Round Table fulfils its mandate; acting as the principal spokesperson for the Round Table on substantive matters, and appearing on its behalf at official occasions and in other venues; and liaising with key stakeholders in the public, private and non-government sectors to increase the awareness and influence of the Round Table. To this end, the President and members will seek your counsel, objectivity and commitment to research integrity.

The selected candidate must have a university degree or an acceptable equivalent combination of education, experience and training, and a demonstrated track record of leadership. Experience in the area of sustainability policy and related issues, as well as experience interacting with government, preferably at both the ministerial and senior departmental levels, are required. The successful candidate must have experience in working with, and building consensus among, colleagues from a broad range of different perspectives.

The chosen candidate must have knowledge of, and an appreciation for, the range of issues impacting sustainability from all perspectives, particularly environmental and economic perspectives, as well as knowledge of the mandate, history and operations of the NRTEE. Knowledge of the machinery and work of government, as well as knowledge of policy development, is also necessary.

The ability to lead an organization at a national level with an appreciation for regional concerns is essential. The ideal candidate must also be able to manage meetings effectively and to think strategically. The preferred candidate must also have the ability to develop effective working relationships with Ministers and their offices and senior government officials, as well as key decision-makers in other sectors. Excellent presentation and communication skills, both written and oral, with an ability to represent the organization in a professional manner at the most senior levels, are required, as well as the ability to inspire and motivate groups to have an impact through their work.

The ideal candidate must have an open and objective approach that values evidence-based methods and sound research. He or she should also demonstrate respect for different points of view and the value of consensus building and facilitation in the decision-making process as well as the desire to help drive change that is in the best interest of the public.

Proficiency in both official languages is preferred.

The successful candidate must be willing to travel across Canada.
