Amendment of an exploration licence
Pursuant to sections 17 and 25 of the Canada Petroleum Resources Act, R.S. 1985, c. 36, 2nd Supplement, the Minister of Indian Affairs and Northern Development hereby advises of his intent to amend exploration licence EL434 to add five sections of land in exchange for certain oil and gas rights surrendered in the Beaufort Sea/Mackenzie Delta area. RADIOCOMMUNICATION ACT
Notice No. DGRB-001-08 — Consultation on the Renewal of 24 and 38 GHz Spectrum Licences and Spectrum Licence Fees for 24, 28 and 38 GHz Bands
This notice invites public comments on all aspects of the paper entitled Consultation on the Renewal of 24 and 38 GHz Spectrum Licences and Spectrum Licence Fees for 24, 28 and 38 GHz Bands. This paper discusses the renewal of the 24 and 38 GHz licences issued following the 1999 auction, which are the first long-term licences approaching renewal. The paper discusses whether 24 and 38 GHz licences should be renewed, a proposed renewal fee, the licence conditions that will apply to new and renewed licences, and proposes a first-come, first-served licensing process. Comments are also invited on making 28 GHz available for licensing using a first-come, first-served process, with a fee as proposed for 24 and 38 GHz.
Interested parties are invited to submit comments on the proposals in the consultation no later than June 5, 2008, in electronic format (WordPerfect, Microsoft Word, Adobe PDF or ASCII TXT), along with a note specifying the software, version number and operating system used, to the following email address: DOS@ic.gc.ca.

OFFICE OF THE OMBUDSPERSON FOR THE DEPARTMENT OF NATIONAL DEFENCE AND THE CANADIAN FORCES
Ombudsperson (full-time position)
Salary Range: From $154,500 to $181,800
Location: National Capital Region
The Office of the Ombudsperson was created in 1998 to increase openness and transparency in the Canadian Forces (CF) and the Department of National Defence (DND), and to ensure the fair treatment of concerns raised by Canadian Forces members, departmental employees and their families as well as to improve fairness and openness in the CF and to strengthen the effectiveness and transparency of the DND/CF oversight mechanisms.
Since the DND/CF Ombudsperson is independent of the chain of command and management and reports directly to the Minister of National Defence, there is keen interest and pressure on this position to produce credible results within exceptionally short time frames.
The Ombudsperson’s role is to act as an independent, impartial public official with the authority and responsibility to receive, investigate or informally address complaints about DND/CF actions/decisions and, when appropriate, make findings and recommendations in formal, published reports. The Ombudsperson is also a direct source of information, referral and education to assist individuals in accessing existing channels of assistance and redress within the DND and CF when they have a complaint or concern. The Ombudsperson must provide guidance and astute stewardship, foster trust and sound relationships as well as open communications with government officials, the chain of command and with the overall military and defence community.
The Ombudsperson is required to submit annual and other reports to the Minister of National Defence and may also report to DND and CF authorities concerning any investigation or other matter that is within the Ombudsperson’s mandate.
The successful candidate will have a degree from a recognized university or a combination of equivalent education, job-related training and experience. A law degree, preferably from a Canadian university, would be considered an asset. The preferred candidate must have management experience, at senior levels, in public or private sector organizations. Furthermore, he or she must have proven decision-making experience with respect to sensitive issues and experience in carrying out comprehensive impartial investigations and mediation of complaints. Experience in authoring high-profile investigative audits, reviews and reports would be an asset.
Candidates being considered for the position must have a good understanding of the role, responsibilities and policies of the Office of the Ombudsperson and its relationship to Parliament and government and be knowledgeable of military organizations and their operations and procedures. The successful candidate must also be knowledgeable of the basic principles of ombudsmanry and the role of an Ombudsperson more generally, as well as possess a broad understanding of investigative practices and processes. A good understanding of the law and the Canadian legal system would be an asset.
The qualified candidate must demonstrate proven aptitude to maintain effective liaison with military leaders, government officials, the defence community, stakeholder groups and external agencies. The suitable candidate must be able to develop comprehensive communications strategies, including outreach and networking activities. The capacity to bring about positive and lasting change at a cultural, individual and organizational level is required.
The chosen candidate will have the ability to communicate effectively both orally and in writing, with people from both military and civilian backgrounds. He or she will also possess leadership skills in leading/managing an independent organization or agency as well as high ethical standards. Sound judgement and good decision-making, tact, discretion and superior interpersonal skills are also required.
Proficiency in both official languages is essential.
The successful candidate must be prepared to relocate to the National Capital Region or to a location within reasonable commuting distance, and must be willing to travel frequently within Canada and overseas.
