Description of critical habitat of the Cucumber Tree in Long Point National Wildlife Area
The Cucumber Tree (Magnolia acuminata L.) is a species listed on Schedule 1 of the Species at Risk Act as endangered. In Canada, the Cucumber Tree has a very limited distribution, with populations occurring in only two areas of southern Ontario. Critical habitat in the Long Point National Wildlife Area is identified in the Recovery Strategy for the Cucumber Tree as "the upland moist deciduous or mixed forest, often in a headwaters area with undulating topography of low swampy areas interspersed with rises. The established trees occur in the better drained areas within this matrix and regeneration is seen where the forest cover is partially open."
Notice is hereby given that pursuant to subsection 58(2) of the Species at Risk Act, critical habitat of the Cucumber Tree (Magnolia acuminata L.) in the Long Point National Wildlife Area is described as follows:
Being that all parcel of land, in the regional municipality of Haldimand-Norfolk, in the county of Norfolk, the city of Norfolk, situated in Block 6 patented by Instrument No. 390158, in the Land Registry Office for the Land Registry Division of Norfolk (No. 37) at Simcoe, dated April 11, 1979, and lying within the following described boundaries save and except any land covered by water:
Commencing at a point at UTM NAD 83, Zone 17 coordinates being Northing 4712150 metres and Easting 567400 metres;
THENCE, northeasterly in a straight line to a point at UTM NAD 83, Zone 17 coordinates being Northing 4712350 metres and Easting 568500 metres;

Description of critical habitat of the Piping Plover in Last Mountain Lake Bird Sanctuary
The Piping Plover (Charadrius melodus circumcinctus) is a species of migratory bird listed on Schedule 1 of the Species at Risk Act as endangered. In Canada, the Piping Plover has a small population with a wide distribution and faces continued threats. The addendum to the final recovery strategy for the Piping Plover has identified Piping Plover critical habitat to exist in 65 quarter sections in 20 basins at this time. Within these quarter sections, critical habitat is defined as "the area of the shore between the ordinary high-water mark and the water's edge, as Piping Plovers are terrestrial shorebirds that use the shore area between the water's edge and terrestrial vegetation."
Last Mountain Lake Bird Sanctuary is a migratory bird sanctuary under the Migratory Birds Convention Act, 1994.
Notice is hereby given pursuant to subsection 58(2) of the Species at Risk Act, critical habitat of the Piping Plover (Charadrius melodus circumcinctus) in Last Mountain Lake Bird Sanctuary is described as follows:

Food and Drug Regulations — Amendments
Interim Marketing Authorization
Provisions currently exist in the Food and Drug Regulations for the use of the transglutaminase enzyme derived from Streptoverticillium mobaraense strain S-8112 to enhance the texture of a variety of foods, including unstandardized prepared fish products, simulated meat products, unstandardized cheese, processed cheese and cream cheese products, yogurt and unstandardized frozen dairy desserts at levels consistent with good manufacturing practice.
Health Canada has received a submission to permit the use of the transglutaminase derived from Streptoverticillium mobaraense strain S-8112 to improve the textural characteristics of a variety of standardized meat and poultry products. Evaluation of available data supports the safety and effectiveness of using transglutaminase in these products at levels consistent with good manufacturing practice.
The use of transglutaminase will benefit consumers by increasing the availability of a greater variety of quality meat and poultry products. It will also benefit industry by facilitating the manufacture of these food products.
Therefore, it is the intention of Health Canada to recommend that the Food and Drug Regulations be amended to permit the use of transglutaminase in prepared meat, prepared meat by-product, prepared poultry meat, prepared poultry meat by-product, solid cut meat with or without added phosphate salts, solid cut poultry meat with or without added phosphate salts, pumping pickle and cover pickle, preserved meat, preserved meat by-products, sausage, preserved poultry meat, preserved poultry meat by-product, meat loaf and meat by-product loaf at levels consistent with good manufacturing practice.
As a means to improve the responsiveness of the regulatory system, an Interim Marketing Authorization (IMA) is being issued to permit the immediate use of transglutaminase in the products listed above, while the regulatory process is undertaken to formally amend the Regulations.
The proposed regulatory amendments would be enabling measures to allow the sale of additional foods containing transglutaminase as an agent to improve the textural characteristics of the food. The amendments are supported by the safety assessment and would have low impact on the economy and the environment. Consequently, the regulatory amendments may proceed directly to final approval and publication in the Canada Gazette, Part II.
Interested persons may make representations with respect to Health Canada's intention to amend the Regulations within 75 days after the date of publication of this notice. All such representations must cite the Canada Gazette, Part I, and the date of publication of this notice, and be addressed to the contact person identified below.

Competition Policy Review Panel — Public notice
In July 2007, the Government of Canada announced the creation of a Competition Policy Review Panel chaired by Mr. L. R. Wilson. The Panel has produced a consultation paper, Sharpening Canada's Competitive Edge. The paper outlines the changing international economic context and presents what the Panel believes are the issues most central to ensuring Canada's continued success and prosperity.
The Panel will review key elements of Canada's competition and investment policies and make recommendations to the federal government on how to ensure that the Canadian economic policy framework positions Canada and Canadian enterprises to compete globally.
The Panel invites written submissions from interested Canadian organizations and individuals on the issues presented in the paper. Submissions will be accepted to a maximum of 20 pages (including attachments), until January 11, 2008. In the interests of transparency, submissions, whether received electronically or in paper copy, will be posted on the Panel's Web site.

ENTERPRISE CAPE BRETON CORPORATION
Chief Executive Officer (full-time position)
Enterprise Cape Breton Corporation (ECBC) is the principal Government of Canada organization for economic development in Cape Breton and the Mulgrave area of mainland Nova Scotia. ECBC's vision is to address the long-term economic development needs of the community by facilitating job creation, identifying opportunities, investing in strategic infrastructure, and providing business advice and counselling. The Corporation's vision involves close collaboration with other levels of government, the private sector, educational institutions and other economic development groups. ECBC's mandate is to focus on the major issues affecting the economy, and to work in partnership with stakeholders to assist, promote and co-ordinate efforts that foster an environment supportive of the generation of wealth to effect sustainable job creation throughout Cape Breton Island and the Mulgrave area. The Corporation has a wide mandate to foster business growth through its own programs, and the economic development programs of the Atlantic Canada Opportunities Agency (ACOA).
As the senior executive reporting to the Board of Directors, the Chief Executive Officer (CEO) is charged with the responsibility for providing leadership in developing and implementing strategies, programs and initiatives to promote and assist the financing and development of industry in the region, provide employment outside the coal-producing sector, and broaden the base of the local economy. The incumbent is accountable for the delivery of all federal government programs in Cape Breton, and for ensuring that the region's interests and priorities are factored into the planning, design and development of federal economic development policies and programming.
As part of a national advocacy network, the CEO manages a critical horizontal economic development file to promote ECBC's presence in the decision-making processes of central agencies, federal and provincial governments, and their economic development departments and agencies, to advance the economic interests of Cape Breton and the Mulgrave area. The incumbent is also accountable for providing professional direction and expertise in the assessment and disposition of proposals submitted to ECBC/ ACOA within Cape Breton.
Location: Sydney, Nova Scotia
The qualified candidate must have a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. The ideal candidate must be financially literate; a bachelor's degree in finance, accounting or business, and/or an MBA, would be considered assets. The preferred candidate will possess significant managerial experience at the senior executive level, as well as experience in a public sector organization delivering programs and services in a related field. Furthermore, experience in the management of human and financial resources is an essential requirement. The successful candidate must also possess experience in dealing with government, preferably with senior officials, stakeholders and the media. Experience reporting to or serving on a board would be considered an asset.
Candidates being considered for this position must possess knowledge of the process of establishing and implementing effective overall corporate plans and strategies. In addition, the ideal candidate must be knowledgeable of the Corporation's mandate, legislative framework and activities. Knowledge of the trends and issues relating to community, social, and economic development in the Atlantic region is required. He or she will also have knowledge of the policies and priorities of the federal government and how they impact the Atlantic region.
The successful candidate must have the ability to identify, analyze, and define priorities and strategies, and to provide the leadership and vision needed to attain the Corporation's mandate and objectives. The ability to focus the energies and talents of the ECBC's employees, and motivate them to achieve corporate objectives is important. The chosen candidate must also be able to develop effective working relationships with the Minister and his office, the Deputy Minister as well as the Corporation's partners and stakeholders. The suitable candidate will possess superior communication skills, both written and oral, and an ability to act as a spokesperson in dealing with stakeholders, the media, public institutions, governments and other organizations. Finally, strong ethical standards and integrity, sound judgment, superior interpersonal skills, tact, and diplomacy, are crucial requirements.
Proficiency in both official languages would be an asset.
The successful candidate must be willing to relocate to Sydney, Nova Scotia, or to a location within reasonable commuting distance, and willing to travel occasionally within the Atlantic region and other parts of Canada.

The National Energy Board (NEB) is an independent federal agency that promotes safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest within the mandate set by Parliament in the regulation of pipelines, energy development and trade. The NEB reports to Parliament through the Minister of Natural Resources.
As Vice-Chairperson, the principal accountability is to support the Chairperson in the leadership of the organization as a whole and act as Chairperson when the Chairperson is absent or unable to act, if the office is vacant, or when delegated. As one of up to nine full-time Board members of a quasi-judicial tribunal, the principal accountability is to make independent decisions in the Canadian public interest in the area of energy regulation.

Candidates for this position must have extensive experience in dealing with energy-related or regulatory issues. They must have management experience at the executive level in a private or public sector organization with diverse technical or regulatory responsibilities, preferably in the energy sector. They must have extensive experience in making decisions on complex matters based on in-depth analysis, balancing of conflicting or contradictory considerations, and experience in clearly conveying informed decisions on complex, technical matters. They are known for their personal attributes of collegiality, professionalism, fairness and integrity. A degree from a recognized university in a field related to the mandate of the NEB, such as economics, environment, engineering, administrative law, finance, or commerce is required.
The successful candidate will have demonstrated the ability to lead, to effectively partner with stakeholders within and without the federal government, to communicate clearly, concisely and effectively both verbally and in writing, and to apply the principles of natural justice in making sound, timely decisions. The successful candidate is known for his/her integrity and for being collegial, fair, professional, and innovative.
The ability to work in English is essential. The ability to communicate in French is an asset.
