Under section 9 of the said Act, the Corporation of the County of Essex has deposited with the Minister of Transport, Infrastructure and Communities and in the Land Registry Office for the Registry Division of Essex (No. 12), at 949 McDougall Street, Suite 100, Windsor, Ontario, under deposit No. R1545960, a description of the site and plans of the rehabilitation of an existing bridge, including erosion protection work, on County Road No. 42 over the Belle River (Lots 6 and 7, Concession 1, townships of Maidstone and Rochester), in the town of Lakeshore, county of Essex, province of Ontario.

Comments may be directed to the Superintendent, Navigable Waters Protection Program, Transport Canada, 100 Front Street S, Sarnia, Ontario N7T 2M4. However, comments will be considered only if they are in writing, are received not later than 30 days after the date of publication of this notice and are related to the effects of this work on marine navigation. NOVATION REINSURANCE TRANSACTION

Notice is hereby given, pursuant to sections 254 and 587.1 of the Insurance Companies Act (Canada), that GE Frankona Rückversicherungs-Aktiengesellschaft ("GE Frankona") and Swiss Re Life & Health Canada ("Swiss Re") intend to make an application to the Minister of Finance (Canada) [the "Minister"] on or after December 7, 2006, for the Minister's approval for GE Frankona and Swiss Re to enter into a novation agreement in respect of reinsurance agreements between GE Frankona and The Canada Life Assurance Company (the "Reinsurance Agreements") under which Swiss Re will assume GE Frankona's position as the reinsurer under the Reinsurance Agreements with effect as at December 31, 2006.

A copy of the proposed novation agreement relating to this transaction will be available for inspection during regular business hours by the shareholder and policyholders of Swiss Re and GE Frankona at the offices of Swiss Re and GE Frankona, located at 150 King Street W, Suite 1000, Toronto, Ontario, Canada M5H 1J9, for a period of 30 days following the publication of this notice.
