Fasteners — Decision
On July 9, 2004, pursuant to paragraphs 39(1)(a) and (b) of the Special Import Measures Act, the President of the Canada Border Services Agency extended to 135 days the time period for rendering the preliminary decision respecting the alleged injurious dumping and subsidizing into Canada of carbon steel and stainless steel fasteners, i.e. screws, nuts and bolts of carbon steel or stainless steel that are used to mechanically join two or more elements, excluding fasteners specifically designed for application in the automotive or aerospace industry, originating in or exported from the People's Republic of China and Chinese Taipei. Consequently, the preliminary decision by the President of the Canada Border Services Agency will be made on or before September 10, 2004.

DETERMINATION
Custodial operations and related services
Notice is hereby given that, on July 20, 2004, further to a decision of the Federal Court of Appeal dated June 8, 2004, which set aside the determination of the Canadian International Trade Tribunal (the Tribunal) in File No. PR-2003-005 made on July 14, 2003, and remitted the matter to the Tribunal, the Tribunal made a redetermination (File No. PR-2003-005R). This redetermination was related to a complaint filed by Ready John Inc., of Saint John, New Brunswick, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning a procurement (Solicitation No. W0105-03E005/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the provision of chemical toilets.
Pursuant to subsection 30.14(2) of the Canadian International Trade Tribunal Act, the Tribunal determined that the complaint was valid.
Pursuant to subsections 30.15(2) and (3) of the Canadian International Trade Tribunal Act and provided Ready John Inc. meets the requirements of the standing offer, the Tribunal recommended, as a remedy, that PWGSC compensate Ready John Inc. for the profit that it would reasonably have made, had it been issued the standing offer.
Pursuant to section 30.16 of the Canadian International Trade Tribunal Act, the Tribunal awarded Ready John Inc. its reasonable costs incurred in preparing and proceeding with the complaint, which costs are to be paid by PWGSC.

NOTICE
Iodinated contrast media
In the matter of a finding made by the Canadian International Trade Tribunal on May 1, 2000, in Inquiry No. NQ-99-003, concerning iodinated contrast media used for radiographic imaging, in solutions of osmolality less than 900 mOsm/kg H2O, originating in or exported from the United States of America (including the Commonwealth of Puerto Rico)
On June 1, 2004, the Canadian International Trade Tribunal (the Tribunal) issued Notice of Expiry No. LE-2004-002 relating to the aforementioned finding. Persons or governments requesting or opposing the initiation of an expiry review of this finding were requested to file written submissions containing relevant information, opinions and arguments with the Secretary of the Tribunal not later than June 23, 2004.
The Tribunal received no submission in support of a review and continuation of the said finding. Consequently, no expiry review of this finding will be initiated.
Pursuant to the Special Import Measures Act, a finding of injury or threat of injury and the associated special protection in the form of antidumping or countervailing duties expire five years from the date of the finding, unless an expiry review has been initiated.
In light of the foregoing, the Tribunal hereby gives notice that, pursuant to paragraph 76.03(1)(b) of the Special Import Measures Act, the finding made by the Tribunal on May 1, 2000, in Inquiry No. NQ-99-003 will expire on April 29, 2005.

(Foundry), of Nepean, Ontario, concerning a procurement (Solicitation No. W8474-04FYT1/A) by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation is for the supply of F5 BIG I.P 1000 application switches.

Call for applications for broadcasting licences to carry on radio programming undertakings to serve Kamloops, British Columbia
The Commission announces that it has received an application for a broadcasting licence to provide a commercial radio service to serve Kamloops.
The Commission hereby calls for applications from other parties wishing to obtain a broadcasting licence (or licences) to serve this area.
Persons interested in responding to this call must submit a formal application to the Commission no later than September 21, 2004. Applicants are also required to submit all necessary technical documentation to the Department of Industry by the same date.
It should be noted that, in making this call, the Commission has not reached any conclusion with respect to the licensing of any service at this time.
Applicants will be required to provide evidence giving clear indication that there is a demand and a market for the station and the proposed service. Without restricting the scope of the issues to be considered, the following should be addressed:
1. The contribution that the proposed service will make to achieve the objectives established in the Broadcasting Act and, in particular, to the production of local and regional programming.
2. The factors relevant to the evaluation of applications, as outlined in Decision CRTC 1999-480 dated October 28, 1999.
3. The means by which the applicant will promote the development of Canadian talent, including local and regional talent.
4. An analysis of the markets involved and potential advertising revenues, taking into account the results of any survey undertaken supporting the estimates.
5. Evidence as to the availability of financial resources consistent with the requirements established in the financial projections of the applicant's business plan. For the convenience of applicants, the Commission has available upon request a document entitled Documentation Required by the Commission to Support the Availability of an Applicant's Proposed Financing.
The Commission notes that, in accordance with the guidelines respecting the confidential treatment of annual returns (Circular 429), an aggregate financial summary for the Kamloops market cannot be made available due to the limited number of incumbents serving that market.
